Help for a child

Hello . Posting here the first time. I joined this group for a reason. I found a kid (approx 5 year old )who is not being taken care well because of his parents negligence . Infact as per my knowledge parent is well educated but do not know about the financial status . I do not want to post the entire story here pubic. I would appreciate it ,If some one can help me with some advice how to move forward . My intention is not to separate the kid from the parent but lil concealing or so may make a huge difference seems. In the world many are alone and lost. Waiting for some help
