I would like to give some points on safety features.
1. Automatic doors - Most of the school buses don't have automatic doors. The bus should not be able to move without the bus door being closed.
2. Seat belts - Every seat should be provided with a seat belt.
3. A hook or basket for school bags - In most of the cases, Children end up carrying the bag or keep them on the lap. a hook behind the front seat or a separate basket underneath the front seat can be provided. The cabinet above the seat is not reachable by small children.
4. A camera - The school should be able to know what is happening in the bus. Sometimes the elder kids bully the little ones, the kids misbehaving, shouting, standing. To avoid all these, a camera can be installed and the school can take disciplinary action on students based on their transport policy to provide safe environment for everyone .

on seat belts- in a head on collision the impact can be actually so hard that a seat belt could cause the kids neckbone to snap as the body flies forward, specially for the little ones as their body are not fully developed.
And people figured out that it is more efficient to quickly evacuate in an emergency than to restrain their movements.
.... THE SEATS ARE DESIGNED TO HELP PROTECT INCASE OF WRECK, THATS WHY THE BACK IS SO HIGH IN SCHOOL BUSES, but i hardly see any of the manufacturer implementing it !!!
