This is just my personal opinion.. But since she understands what is being said, and started saying few words.. it is sure that there is no fault as such.. You dont have to worry..

She will automatically pick up words, and will start talking.. Each child has its own  milestones..

If situation forces you to send her to daycare, try to take away some timeslot for her from your day.. and devote it for interacting with her.. talk to her / ask her questions and encourage her to respond etc..

at 1.6, i wouldnt worry about a child's vocabulary. as long as she is able to understand what you say, and she is able to say couple of words, there is no need to worry. this doesnt mean you should stop encouraging too. stimulate her to interact. read her books, read her stories, sing her songs, teach her rhymes, tell her names of objects, animals, people, trees, vehicles around, etc.

if there is no option but to send her to day care, be watchful for negative symptoms like not wanting to go, crying before going, not eating there, drowsiness at home, regressive symptoms, etc

If you want to send to day care try out places where you can accompany her  for say 1-2 hrs to start with....By seeing other children interact she may also learn a few things........ buy some CDS of rhymes, with music going on children open up.......
